Powder coating fail

So I took my 31 year-old steel rims to a local wheel shop for a sand-blasting and powder coating. I assumed that powder-coating was far superior to simple painting, and that doing so would protect them from the harsh winter conditions that they would be subjected to. The shop said that they normally don't work with steel wheels but they would do it anyway. $400 dollars later, they looked great. So I had my snow tires mounted on them in November and have been driving on them throughout this snowy and salty winter.

Now it's March - four months later - and they are showing significant rust. Should I be p!ssed?

I'm thinking of going back there (for the last time) and politely ask them if they think it should be redone, or at least sand-blast them again and ask for a significant refund.

(BTW, I have a set of Virgos with all-seasons on them for the warmer months.)
