Renewed grounds, fan intermittent, still a blown fuse. 200 1992

My son and I have just cleaned two loose corroded grounds at the steering column and tunnel.

Previously, the car would not fire. Checked and cleaned all fuses.

The car now starts, the AC ON light works, the fan does not work. Vacuumn sound changes with buttons.

The red 16 amp fuse still burns when we turn the ignition to ON. This fuse is sixth up from the bottom. The cover and labels are gone. I know that at least the lower two are spares.

Any ideas would be appreciated.
