RPM GAUGE problems =( 1800 1971

Hello,
I have a 1971 volvo 1800e with a rpm needle that bounces or jumps at idle between 1000rpm and approx 2000 rpm. I changed to a petronix on the distributor and the car does run smoother but did not fix the bouncing needle. What could be wrong with the gauge? anything I need to check? any help would be great!
