Ventilation selector panel 200 1982

Hello everyone!

So I am having another issue on my new-to-me '82 244...

My heat and A/C both work fine as far as temp, it's just that the push button selector has no effect on anything. Most of the airflow is stuck on the floor, with a little blowing from the defroster and also the face vents.....so maybe everything is open? I don't hear any leaks anywhere, and I currently have the console out along with the glovebox and under access panels because I'm also working on electrical issues. I can see that all of the actuators are hooked up and move freely by hand, all of the hoses seem supple and not worn out, and I can see the "tennis balls" behind the radio. But I don't really know what I'm looking for. I can see all of the hoses going into the selector panel, although on one side there is a cap in place.

Can anyone suggest on where to start looking first? My first thought was bad selector panel (electric issue) , but after looking behind it, it looks purely mechanical with the springs sitting there.

Also, not sure if I should include this here, but the fan actually never turns off....it's always on the lowest setting when I turn the knob to the lowest setting (which it only goes to 1) ...seems to me that the switch should travel further to the left past 1 when it is turned off....so my thought would be somehow the rotating switch has a faulty detent inside. I have read different threads on this site about how one person says its a "safety feature" to create positive pressure in the cabin in case of fuel vapor leaks, but that seems like B.S. to me honestly. A fan would wear out twice as fast if it was always on. And someone else who writes that unless the A/C switch is completely turned off, the fan will remain on. (I have tried this, the switch being off or on has no effect) so I am inclined to think the switch itself is to blame.

Any thoughts?
