CI fuel pressure regulator adjustment 200 1982

My garage has figured out that my morning start up issues seem to be emanating from the fuel control pressure regulator. Because the part is so expensive the mechanic dismantled the regulator and tried to set it [I believe it was a throwaway part in times gone by]. I also had some other work done on the fuel injection system and the car is now running much better, etc. but my morning start up problems persist.

The mechanic had to dismantled the regulator twice in an effort to find the sweet spot for the adjustment and given rates this was a fairly costly procedure. I think I will have to take it over and I was wondering if anybody else has attempted to adjust a regulator and if a good procedure was found.

I haven't checked out the archives yet but am about to do so now. Thanks for any input you can provide.
