instument cluster lights not all working except while starter cranks 900 1994

Had alternator problem, now Putting out 14 volts as it should. However when I turn key to pos II only the check engine, oil pressure, parking brake and seat belt lights come on. When engine is cranking from the starter position all the warning lights come on. and after having battery disconnected when battery is reconnected and key is in pos II all warning lights are working. after first start of engine next start up and back to only above mentioned lights working. I also changed out the complete instrument cluster and the symptoms stayed the same. Any advice would be appreciated. Thank you, dave
