240 flasher problem 200 1991

I have had this issue since this winter and have tried to fix by researching older post. Really not a fan of this car but my wife loves it. My turn signal will only work on the right and only with the hazard switch on,but no fuse in slot 9,if you turn the signal to the left the relay just buzzes.if you try it with out the engine running the warning lights flash. Rotated both fuses slot 5 and 9. Running the right works,with the hazard switch on but no fuse,the fuse blows (#9) with the car running if you turn the hazard lights on. Running out of ideas,I pulled the hazard switch apart,contacts didn't look burned or corroded inside the switch. Replaced the flasher itself. I'm to the point I'm going to buy a universal system off ebay and bypass the factory system.
