Basic paint touch up tips? 200

OK, so there's lots of instructions online about painting cars. But most I've seen are way overkill for my needs. I have never painted metal. My 240 body paint job is pretty bad, this is just to reduce the problem somewhat in one specific area with a minimal of effort and expense.

I just want to paint part of one door panel and a little of the rear panel adjacent.

I have been told I can get the color code number off the tag inside the hood and buy a couple of spray cans from a place like NAPA. If I am reading it correctly, it says code 4135, and evidently I only need the last threee digits 135 for the proper black. Correct?

I can use regular blue painters tape to mask off the area with newspaper and do this on a windless day at home in the driveway with additional ground cover.

I'd like basic advice on what kind of sanding needs to be done with what type of sandpaper.

Can I do it all by hand? or should I use some tupe of sanding machine (like a drill with attachment)?

What to use as a primer?

I've been told my car (1991) does not have clearcoat- just multiple layers of good quality (original) paint.

Here are some photos of the damage. I have no idea how this happened, it was that way when I bought it.
