Retractable Seat Belts in PV544

I have the factory seat belts in the car now. The problem is that they are way too big and useless as they sit. I would have to have a 60" waist to make them work.

I want to put a retractable seat belt design but can't find anything. I did order a nice red retractable belt on eBay from a guy in Germany. The problem is the retractors are locked up. All suggestions and lead appreciated.
