I see that on Wiki too.
Kind of hard to understand how it affects a 1961 vehicle or what standards apply.
Also kind of difficult to understand the information given.

Even if they let you conform to 1992 standards, good luck.
Your PV was never designed to address any emission standard let alone comply with one 30 years in the future.
But still, this is interesting to look into.
