91 245 No Start after Heavy rain

Had a no start this AM after last nights 8+- inches of rain that my son drove home in.

First I thought that this was related to my recent problems but not sure at this point, the only symptoms I had was no spark or fuel at the plugs. I did get spark from the distributor.
I got it running after drying out the damp distributor cap and then replacing questionable plug wires.

I do have a belly pan installed.

Is there a way to "seal" the distributor cap to reduce the possibility of this happening again?
