Try screwing in the choke adjustment screws in by half a turn each. See how that goes and perhaps try just a quarter turn as a comparison. The last part of the choke setting i.e. when it's just about a 1/8th" from the dash, should be for a faster idle an with the jet right up, no enrichment.

Choke settings are quite fussy but make all the difference when the engine's cold, more so than the jet settings.
