Volvo used to sell a metal bracket that was screwed to under the rear windshield and then the high mounted brake light would slide over it.The 3M tape is very strong. I would use the 3M on a strip of good velcro and stick that permanently to the window then stick the other half of the velcro to the housing. You may have to remove the housing at some point to change a bulb.
