Cold / humid start problem 200 1991

i really doubt air quality has much to do with your problem.
i would look into fuel pressure problems and possibly a bad fuel pump check valve.

place a gauge on the rail before initial startup and determine pressure at the instant of first engine cranking.

if the pressure takes more than an instant to build to 35psi or so you have gone a long way to finding your trouble.
