how do I test a fuel pump relay 700 1988

DO yourself a favor and check for spark at the end of the coil wire. This is easy and fast and eliminates both the cap/rotor/plug wires but just as importantly the coil wire itself. Also, it is no-cost check.

The only reason I bring it up is we had a spate of seriously premature cap (the button in the cap) failures about 3 years ago...and these were new, Bosch caps that would be on your model. Every manufacturer has QC problems occasionally.
