Did I make a mistake? (again)

I just picked up a trailer light converter, unpowered, like I've used before uneventfully, for short haul temporary use. It runs the parking/running lights OK, the directionals work normally, but it can't handle both brake lights. They are dim, working on about 6V and the converter gets pretty warm.

The instructions on this year's purchase claim it is "LED Compatible" but I am reading that as compatible with cars that have LED taillights. Yet the instructions warn against total load of greater than 2.1A. Our standard trailer lighting uses two 21W filaments in the braking mode -- over 3A. Anyone else run into this? Do I need to get LED replacements for the trailer lighting? Sounds like a good idea, but is this what is expected?
