Ok there you go! You are making progress. Keep that tool in the car!
Bypassing the relay above, runs the pumps only.
Now,
To close the relay, this can be done manually. If you this below with your jumper off the fuse panel you will simulate what the ECU does when the car cranks and it has seen the CPS signal.
Apparently the relay is closing for the fuel injection side by the ECU but the pumps side of its contacts are intermittent.
I can not say for sure its your only problem but it is highly likely this area is! It does have a history of being problematic!
You will have to spread the bottom of the cover and slip it up off the relay.
Put the relay back into the socket, cover off, after inspecting the terminals inside it the socket.
Wrap it with a rubber band (rots) or a shoe lace if you are into sneakers. They work if you are desperate, like stuck on the highway.
Both are and need to be nonconductive! Any such item can be another lightweight/compact tool you can Keep in the car!
A shoe lace saved me a tow job once on my '84. They use two separate relays that are interchangeable but you need two! Probably a cost saving change in '85-on! Less sockets and wiring.
Doing this, brings on the injection system so the car will run!
Again, I caution you that you cannot leave it that way.
Unsafe for a long term voyage and it will run down the battery while held closed. Mainly because of the pumps!
