Ignition problem? need help 200 1984

Just replaced my right fender and added a new bumper now im having a issue some how all I did was removed the battery to screw in the bumper underneath.
Car does not start. My cluster lights up all the warning lights when the key is not even in the ignition and when I turn the key to ignite it doesn't work just clicks once. Could it be the ignition control module because I smelled smoke from that area?
