Change B230 Timing Belt Without Removing Crank Pulley? Break The Lower Plastic Belt Cover? 200 1989

Must make an emergency belt change. Is it possible to rip/cut away the B230 lower plastic belt cover and change the belt without removing the crank pulley? Seems like I remember changing a B21 belt without removing the pulley.
