Severe surging leading to engine harness replacement

As ah LH fuel pump is not rated for that pressure (going from memory but pretty sure) is your car K-Jet? It does not sound like it is fromt he description of replacing the regulator and the use of the term "fuel rail". If not three possibilities come to mind:

Faulty gauge
Clogged return line
Wrong fuel pump

The first just means you may be chasing the wrong problem. The latter two could indicate that fuel pressure really is your problem.

If it is K-Jet someone else will have to chime in but I would certainly be looking at the bellows between the fuel distributor and the throttle body, the actual airflow plate and everything that has to do with that plate lifting correctly based on the engine vacuum because that lifting is what controls the fuel pressure regulator.
