Heater fan continues to run even in off position 200

Just picked up a 1990 245. This is my third wagon and 6th 240 overall. I have been going thru and refurbing and fixing all the little things that have been neglected.

One of the last things I need to address is the fan continues blowing even if switch is off, AC off. I don't recall that my other 240's had this issue.

Anybody got any ideas?
