M47 and/or clutch question... 200

All,

My 1991 with 175K on the clock is in need of a new clutch.

However, what I want to know is will a failing clutch cause the transmission to not allow you to shift into any gear while at a light and/or stopped with the motor running?

If the motor is not running I can shift all day long, and the initial backup and shift into first gear of the day always work. After that I have to down shift from 2nd to 1st when coming to a stop light and that is with the clutch pedal all the way to the floor.

I need to know as I don't want to just replace the clutch and have it continue to do the same old crap.
