Rear Fog lights question... 200 1992

So...

Why would Volvo only wire up the driver side rear fog light to work on the sedan? Why not wire up both? Am I missing something here???

I checked both of my wagons and both sides work when I flip the switch, but not on this 92' sedan. I even went so far as to count the wires coming there and there are only 4 plus a ground makes 5, when there should be 6!

Any one have any thoughts here, or am I seriously really missing something.
