No fuel pumping 200 1993

I Picked up a '93 245 that has been sitting for over 10 years because of bad AW70 trans.. Car is has very little rust but #601 red has faded badly.
I have been trying to start the car but only get a little bit of running because of me feeding it starting fluid into the throttle body. I do not hear the fuel pumps 'kicking in' when turning over the key. I checked and even replaced the 25 amp spade fuse under the hood and have checked the codes on 2 and 6 on the OBD which indicate 1-1-1. I have cleaned the fuses & terminals at the box for #4 and #6 without hearing a fuel pump. I have jumped #4 to #6 with a alligator clip lead and have not heard a peep from either pump. Pounded lightly on tank pump and main Bosch pump. It ain't pumping fuel to the rail.
Reading the voltage at the plug in at the tank pre-pump I only get 8.12 volts. I don't think this correct, I should be getting 12 volts right? Brand new battery is reading 13.6 volts.
