Brake problem related to engine vacuum? 700 1989

740Turbo w/266K miles. Twice now I've solved squishy brakes by topping up on engine oil. Admittedly, I let the oil level get below the bottom mark on the stick. All I can guess is that engine vacuum is degraded to the point that it won't produce enough to properly actuate the brake booster.

Any thoughts on this?
