Power steering rack diagnosis 200 1986

Haven't been here in a long time but I still have a 245. Being lazy, I haven't actually looked at the car but I wanted to throw my symptoms out there and see if I might get ideas or a direction to go.

Pump is not noisy, belt it tight and pump has fluid. Possibly has clear PS fluid, not type F. No big puddles under the car but the pump might have some small leaks. It seems like steering is difficult to move off center. If I crank on the wheel, it seems to go lock to lock OK. It also doesn't return to center very well. There's a good chance the boots are torn on the rack and have been so for a while now.

I haven't crawled under there yet. Anyone got things to look for or things to try? I'm basically wondering if I need a rack, a pump, or something else.
