Installing outer tie rod ends 200 1981

I have a 1981 244 and crashed it into a boulder and a tree a little less than a year ago. Part of getting it back on the road is a lot of front end work, and I am almost done except one: I dont know if the bolt thing on the outer tie rod end faces up or down and 2: because it uses a lock nut and the bolt spins freely, it seems impossible to tighten the bolt at all. How do I get that bolt tight? Thank you in advance for any advice you may have to offer.
