Runs poorly after emissions test and new converter 700 1991

91 740 sedan w/ Regina. Failed several emissions test (NOX). Bosal converter was about 4 years old, thought should be good but replaced it. Drove 5 miles to emissions test and the car ran great. Passed emissions test with flying colors! Excellent! Yeah! Driving out of the emissions test ran poorly. Died after 20 seconds. Died 3 times on the way home (5 miles). Starts poorly. Mostly problem seems to be at low idle. They did put gas cap back on. Ideas?
