turn signals and hazards not working 200

Turn signals and hazards are both out completely on my 1990 volvo 240dl. I noticed a few days ago that they would intermittently go out. I was attributing it to the rain and corroded fuse, so I cleaned those off and put them back on. Then a few days later they didn't work at all. Today when I was looking into it more I found that the fuse for the hazards was a 16A instead of 8A. So I'm guessing when I cleaned the fuse I shorted something from to much current. Does anyone know where to find a good wiring diagram? Pointers on the first things to look at? I peeked at the wiring behind the fuse box and behind dash around the hazards, nothing jumped out but I am going to take another look with the multi-meter in daylight.
