Not always. First it is sucked through the pickup screen and through the pickup tube. The oil pump then sends it toward the oil filter unless the bypass opens because the the pressure is too high.

So except for very cold conditions or a very blocked filter, oil should pass through the filter. Occasionally at start up, a portion might go through the bypass.
