544 Horn frustration 444-544

I have a 62 PV544. I am in the restore process. It has the original electrical harness in good shape. I have all gauges working, lights turn signals working. Two things still giving me problems: The dome/interior light and Horns. I have a electrical diagram but it is in Swedish. I do not know whether I have a relay or not. There is one wire leading down out of the column and out the steering box. It then has a connector that splits the wire into two wires. I show power at the steering wheel button but it sometimes has power and sometimes it does not. I have jumped the horn wire and seem to hear sound from one of the horns then after no power to the horn button wire. The horn itself has constant hot power going to both leads. I cannot figure this out. Any advice out there?
