headlights not working 200 1989

Low beams pass thru 3 relays: headlight relay above drivers left foot, step relay under the hood, and the bulb failure relay clipped up under the steering column.

If you have high beams that turn on and stay on, then the headlight relay is OK. If you have high beams that come on only by pulling and holding the stalk, then that relay is not ok. Headlight flash bypasses that relay.

with headlights switched onto low beams, check for voltage (backprobe) on the grey wire (terminal 56b) coming out of the step relay under the hood. That's the wire that runs from step relay to bulb failure relay. If you have 12V there but no headlights, that points to the bulb failure relay.
