strange electrical problem 200 1993

Will give the fuses a spin. I have only had it happen twice in 3 weeks, the strange thing is, it has only happened at the same spot when visiting a factory.
I open the door jump in the car and it does it windows wont go up or down and the arrow light on, as i had parked the car with the windows up i cant see if they would move up.
Like i say turn the key off and restart all is fine.
