245 parking brake

Non functioning parking brake on my 93 245. Bought new pads, took brakes apart. Pulled rotors, after slacking off cables at center console. Right hand rotor did not come off easily.
Pads seemed ok, but replaced anyway, since I had bought new set.
Rotor does not want to go back on that right hub, although the left one was not an issue.
What's the problem? Cable stuck?
