California Car Cold Start Issues 900 1995

Been working on issues with a 95 NA 940.
Car won't start when cold, suspect flooding. Runs good when warm but stumnbles when taking off from stop. Bosch ignition,getting an O2 sensor code. Cal. car transplanted to Colo. So far
Checked and corrected vacuum leaks
Changed Air Intake Hose
Changed temp sensor
Changed AMM
Looked at dist cap
Since my main issue is cold no start right now I haven't changed O 2 sensor yet. I also am going to look at IAC.
My question is what effect could Cali emission have?
