B20F engine running rich? 1800

Pulled the spark plugs after warming the engine up and after the Cold Start Valve had ceased. They were all black and wet. I assume this means that the engine is running rich. How does one lean out a fuel injected engine? The timing was checked according to the manual at 10 degrees advanced. There was no black smoke out the tailpipe but you can smell fuel.
