An aside to not running 740 where are these going to/coming from?

Yep still not running but here's a hose and wire with no apparent reason/rhyme
do you know these?
The hose comes from the vacuum diaphram shown and is about 15" long, goes nowhere i can find...
likewise the wire which is always live! shown with tester attached..
do tell if you have a place for these!
