HELP ! rear suspension problems 63 544 444-544

Hey to all, I have a 1963 544. The problem is this, the axle limit straps are tight with the car sitting on the ground and 3/4 tank of gas. The shocks are with in 3/16 being fully extended. I have stock coil springs on the rear. I can`t find the specs. for the original shocks and I`m not sure if these are correct. The part numbers for the rear shocks are 1210315-1 4515 made in Belgium. The measurements for the shocks are 11 3/8 inches collapsed and 18 15/16 fully extended. The axle limit straps are made by ROULUNDS made in Denmark and measure 14 1/4 hole to hole. All suspension bushings are blue urethane Super Pro which really makes no difference in the troubles at hand. Sure could use some help trying to figure this out. Thanks Larry
