92' 240 doesn't want to start/stay running on damp/rainy days 200

I have a 1992 240 sedan that will start and drive off fine 95% of the time, but seems to struggle quite a bit on damp and rainy days. First, it will struggle to fire up, and then it will try to stall if I go anywhere near the throttle. The engine will shake violently as it tries to stall out, especially leaving a stop. Parts that may be related to this issue that have been replaced are: fuel filter and ignition control module. It may also be worth noting that this issue seems to be exacerbated when the amount of fuel in the tank is low. After it is started several times and has awhile to run, the engine seems to run normally.

Has anyone else faced this issue? What might be the culprit?

Thanks,

Tim
