Starting Issue and Confusion 700 1989

My car has issues starting - it struggles to start, but then once it's running, no issues. A buddy told me to clean the throttle body, but then I noticed the damage in the pics. I don't know the name of the piece that attaches to the throttle body, but the two hoses coming out of it are ripped at the base and barely attached. The other side of one of the hoses apparently had issues because someone put a zip-tie on it. A) can anyone help me identify the purpose of these hoses, please? B) what is the piece with the torn hoses called and best place to order one? C) could this be the reason for my starting issue? Thank you very much - I'm a Volvo newbie, but already a big fan. Looking forward to years of caring for this ride, but first need to identify what I'm seeing...I'm trying to upload pics.
