240 Bumper Trim - How to Install 200 1990

Does the bumper have to be removed in order to get the trim at the top of the bumper to snap into place? Chose one: yes, no or you're an idiot.

I just spent close to an hour trying to to replace a missing center trim on a '90 240 and gave up in frustration. Unless I'm missing something (which is entirely possible) it seems that the angle of attack necessary to get this thing mounted requires the bumper to be removed.

For the life of me, I can't figure how, with so many metal clips the original one blew off without my sweetheart noting it. All I can come up with is that some hipster was attracted to the one on my car.
