broken arm on drivers window 200 1992

this car has power windows and when I got it the arm between the large quadrant gear and the window 'carriage' was broken. I welded it up, greased everything that moved and all was good. Recently it broke again.

The window moves freely and the only thing that I can see wrong is that the weather strip at the top of the window is rolled into the channel. Is that enough to cause a problem ? Alternatively, if the quadrant is not stopping against the stop block is it a case of the irresistable force meets the immoveable object ?
