Fuel pump cut out, I think.. 200 1987

These posts are few and far between because it is months between work sessions on this car.
So now that it is spring, I take the old wagon to the inspection station, or try to. The double pump replacement went well ( tough) , except for the fuel gauge not working, tho the actual gauge works when I jump it properly as suggested earlier. Ok, for the time being I'll just keep it full.
The rear seat is still out so I can hear the in tank pump running constantly and it drives well.
I can hear a slight whine when I drive, like a twig against the wheel,or drive shaft. About 4 miles out
The engine quits, when I turn the key to start I hear a pump run for a few seconds and stop. The engine will catch for a couple of seconds then quit again. I haven't been under the car yet. Any suggestions? Am I hearing the intank or main pump running for a few seconds? Could it be a bad intank pump/float unit? Thanks, Kirby
