I don't think its a false flag. The computer just reports what it sees. Given that there are no exact parameter (what voltage do the computer considers high or low) it just leave us with the only choice - check the charging/battery system.

Other than checking for worn regulator brushes, check the slip ring too if it has worn much.

The fuel pump relay in 1994 940 is just a simple 5 pin cube relay - Bosch style - with a small diode across its activating coil to prevent reverse voltage destroying the ECU when relay is turned off.
