AC overhaul, throwing belts 700 1990

Hey everybody. Not posting much lately, but things are good.
My AC compressor has been throwing belts for a few years - it still has refrigerant and cools, though it may be low.
Last summer, I replaced the bearing for the clutch/pulley
and it did not help really. The belts weren't flying off anymore, but the compressor sounded like it was full of gravel and about to seize up.

My first problem is I can't find anyone to
just drain the system. The only shop with an 4R-12 machine wants $600 to retrofit it if they touch it.


Second, I know I would need to replace the receiver/dryer and orifice tube and some o-rings. But is the compressor definiely dead? Can it be rebuilt? I'm not afraid of getting it refilled with R-12, or of doing it myself.
