Running Rich, Rough and Timing Way off 200 1988

To get straight to the point: the timing is 68.8% BTDC, according to the timing light.

Can runs rough and very rich. I pulled the timing belt cover off and checked everything: crank pulley, cam gear, and distributor rotor are all where they should be when the #1 piston is at TDC.

Some back story. Car ran great a couple of years ago. But I have had several 240s and at the time had an 86 that I was trying to get back on the road so I swapped out the ICU in this 88 and put it in the 86. The 88 ran fine until it got cold (below 60 degrees) and then it wouldn't start. This began a long process of replacing the ICU twice with rebuilts, replacing the timing belt, cap, rotor, etc....only to discover that on of the female sockets on the ICU harness was getting pushed back and not making contact. I think I fixed that (replaced the connector) because I finally got it running a couple of weeks ago.

But it doesn't run well.

Could the connections at the ICU harness still not be solid, or would that be an all-or-nothing situation? I'm thinking about the knock sensor, but I can't figure out how to test it short of removing the intake manifold.

I've swapped AMM and FPR but they wouldn't affect the timing, would they?

Any ideas?
