Brakes 140-160

1973 142. Been sitting a couple of years.

The brakes feel soft - not a good hard pedal. I can't lock up the wheels. It's got stainless flexible lines, so ballooning of an old rubber line shouldn't be the problem. I've bled the brakes, so new fluid throughout. It doesn't feel like air in the lines. Pumping the brakes doesn't change anything. It doesn't use any fluid, and I can't see leaks anywhere. I put in new pads and the disks look shiny on both sides, so they must be working.

Two mods: it's got 164 vented disks up front, with the smaller pads. It also uses a diesel alternator with a vacuum pump on the back for vacuum, rather than engine vacuum.

All I can think of is the booster but I thought a bad booster would give hard brakes not soft.

Any ideas?
