Never seen a bulb do this 200

So a few weeks back I had a right turn signal that was repeating too rapidly.

Put in new bulbs all around, cleaned up the grounds and things went back to normal.

Earlier this week the left hand turn signal starts working overtime. Front and rear bulbs both diplayed but at double the normal rate.

Upon inspection I found the front bulb had a milky white frosting on the inside. I had not seen that before.

Replaced bulb, problem solved.

But what is that white stuff?
