89 780 No Start 700 1989

I just picked up a 89 780. No real history given on it other then it did not run and has been sitting for three years. Figured this would be easy to get going as i have a running donor i can test parts with, another 89 780 that runs great. Well that has not been the case. Engine turns over but does not even attempt to start whatsoever. here is what i have done

Repl Both Relays in front of battery no change
Repl Both Sensors next to battery, Power Stage
Tested injectors 12V supplied with key on grounded at injector ground.
Cleaned fuel out of tank, very good clean fuel at fuel rail now.
Swapped Fuel pressure reg. Verified Fuel delivery at rail.
Pump runs while cranking
Checked All Fuses
Swapped ECU's Verified working ECU in known running 780
Repl Spark Plugs, Blew cylinders out with all plugs out.
Verified Spark on all 4 plugs
Sensor Below dist not broken off.
Tach Jumps when trying to start.
Battery Dead when car arrived, so no codes.
If this helps, ALL Interior lights do not work including dash cluster
Car Turns over in Neutral and Park
Does NOT sputter one bit no matter how long i keep the starter over for.

Checking timing is next on the list, but what other ideas before i start disassembling the engine do others have.
