Placing a 1992 engine into a 1989 240. No start. 200 1989

I have removed the ( running ) engine and transmission from a 1992 240 and have installed it in my 1989 240 sedan. The 1989 sedan, I bought with collapsed rings. I used the 1989 transmission on another car. I left the Jet Tronic 0 280 000-560 ECU and harness in the 89 and connected it to the 1992 engine. The car will not start. I jumpered the fuel pumps, got fuel to the rail, still no start.

If I spray fuel into the intake it will try to start, but then dies. I followed the procedure in Bentley 241-11 "To test main relay". Steps 1,2, and 3 passed. ( On step 3, I tested terminal 85, not 86. )
On step 4, 86/1 and 86/2 were not grounded when cranking. Bentley says to then
" repair the open at the appropriate circuit to the ECU" Now I am lost.
Also, the 89 has a cold start injector, the 92 engine does not. I did not save the 89 intake manifold.
Any thoughts are welcome
